Violence, Intimidation, and Polling Delays Mark the Start of Election Day

Cotabato City, Philippines – The Independent Election Monitoring Center (IEMC) has monitored violent incidents, intimidation tactics, and polling delays occurring between 5 PM on May 11 and the 5 AM opening of polls on May 12, 2025. These incidents, spanning multiple provinces, highlight ongoing security concerns and disruptions to the electoral process.
Election-Related Violence
Several shooting incidents were recorded, including the fatal attack on Jasim Gomossang in Kapatagan, Lanao del Sur. Authorities launched a hot pursuit operation to apprehend the suspect. In Basilan, a teacher set to serve as a Board of Election Inspectors (BEI) chairman and her spouse were shot in Isabela City. Both victims were rushed to the hospital, and investigations are ongoing.
In Cotabato City, gunfire erupted in Barangay RH-10, injuring two civilians and a police officer. Authorities apprehended around 50 individuals from outside the city, suspected of involvement in the incident. Security forces have heightened their presence in the area.
A strafing incident was also reported at the residence of mayoral candidate Datu Renz Tukuran in Nabalawag, injuring one individual.
Intimidation and Harassment
Election-related intimidation was evident in several areas. In Datu Unsay, Maguindanao del Sur, an explosive device was thrown at the municipal grounds, though no casualties were reported. Armed groups were sighted in Datu Odin Sinsuat, Maguindanao del Norte, prompting residents to request police and military intervention.
In Buluan, Maguindanao del Sur, armed men reportedly fired from a vehicle, causing unrest and delaying polling activities.
Polling Delays and Administrative Challenges
Polling precincts in multiple areas faced delays due to logistical and security issues. In Tonggasang, Sulu, ballot box transport was hindered by low tide, delaying their dispatch. In Cotabato City, Maguindanao del Norte, precincts opened late due to a lengthy ballot release process.
Technical issues also contributed to delays. In Bongao, Tawi-Tawi, voting machines malfunctioned due to battery problems, stalling the ballot feeding process. In Lanao del Sur, election paraphernalia were released late, affecting precinct openings.
Emerging Trends and Security Measures
Maguindanao del Sur continues to record the highest number of election-related incidents, though a spike in violence has been observed in Maguindanao del Norte, particularly in Cotabato City and Datu Odin Sinsuat. These areas have been classified as election hotspots by the Commission on Elections (COMELEC).
Authorities are actively responding to incidents, deploying security forces to stabilize affected areas and ensure the integrity of the electoral process. Despite these challenges, polling activities are proceeding, with efforts underway to address delays and security concerns.
