Seventeen years of political negotiations between the Philippine government and the Moro Islamic Liberation Front (MILF) came to a close in Kuala Lumpur Saturday with the signing of the Annex on Normalization, the last of the four annexes to the Framework Agreement on the Bangsamoro. 

 

The end of the negotiations phase is just the beginning of the implementation phase, however.

 

The focus now shifts on the crafting  and enactment of the law that will establish a Bangsamoro political entity.
