ARMM in Transition (Project: ARMM-Tran)

There are three trends that will significantly impact the future of the ARMM — the current peace negotiations between the Philippine Government and the Moro Islamic Liberation Front (MILF), the implementation of the 1996 GRP-MNLF Peace Agreement, and the impending changes in the country’s constitution, including the possible shift to a federal and/or parliamentary system. The ARMM-Tran project will track, study and analyze these and other developments that have implications on the future directions of the ARMM through the conduct of forums, research and publication of policy papers. 

 

Revitalizing the ARMM Regional Legislative Assembly (Project: Rev-RLA)

In developing democratic institutions to promote a strong and vibrant autonomy, Rev-RLA aims to reinvigorate the Legislative Assembly of the ARMM as the highest policy-making body in the region. The  Rev-RLA project is engaged in training programs, the upgrade of legislative technology and processes, and studies to enhance the capacities of regional legislators and staff in policy formulation and legislation.  It also provides technical assistance to the RLA in crafting priority laws in the region.

Law for Human Development (Project: LawDev)

Human development indicators in the region, particularly on poverty, education and health, are the lowest in the country.  The worsening human development conditions drive the continuing conflict, terrorism and instability in southern Philippines. This project explores how regional and national laws can spur economic development and better delivery of basic services in order to improve the region’s HD indicators. 

Promoting Democracy and Rule of Law in the ARMM (Project: LawDem)

Democracy and the rule of law are the foundations of accountable and effective governance in the region.  The lack or breakdown of the rule of law and democratic institutions breed conflict and instability in the region.  The Law-Dem project consists of programs to promote clean elections, democracy and the rule of law.
