Institute for Autonomy and Governance (IAG) Executive Director Atty. Benedicto Bacani announces the start of operations of IAG’s affiliate firm, IAG Development Consulting Inc. (IDCI). The new company will cater to the need and demand of business and development firms for investment studies, business and development solutions, inquiries and implementation to set up, expand and consolidate business opportunities in Mindanao and the newly established Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). 

 

IDCI’s top corporate officers are Rey Billena, CEO and President, Atty. Ishak Mastura, Chief Operating Officer (COO) and Mary Jacqueline Fernandez, Chief Finance Officer (CFO).  Atty. Bacani is Chairman of  the firm’s Board of Directors.

 

Mr. Rey Billena, businessman and entrepreneur based in General Santos City, brings to IDCI his 20 years of corporate experience in the field of finance, sales, human capital, logistics and manufacturing,  He was the Country General Manager of San Miguel Corporation and the Coca-Cola Company consortium on non-carbonated beverage in the Philippines.  He was governor of the Philippine Chamber of Commerce and Industry, Chair of Region XII Competitive Council, Vice-Chair of the General Santos City Tourism Council and Mentor of Go Negosyo.  He is a Certified Public Accountant (CPA) with a graduate degree in Strategic and International Management from the Ateneo de Manila University. 

 

Atty. Ishak Mastura has more than 15 years of experience in trade, industry, business and investment policy-making and doing business in Mindanao having been the Chairman and Managing Head of the Regional Board of Investments of the ARMM from 2009-2018.  He presided over an unprecedented registration of P21-B investments in the region. He was the Deputy Executive Secretary of the Autonomous Regional Government and the longest serving Regional Secretary of the ARMM Department of Trade and Industry (2002 -2008). He graduated from Ateneo de Manila University with a Bachelor of Science in Management and  Juris Doctor (law degree). He finished his Master of Laws in Petroleum Law and Policy in 2007 at the University of Dundee in Scotland, U.K.  as a British Chevening scholar. As Regional Secretary, he is best known for his work in instigating and drafting the Regional Economic Zone Authority or REZA law to foster the development of Special Economic Zones, Free Ports, Industrial Estates, Agro-industrial Centers and Free Trade Zones as a strategy for economic growth.

 

Ms. Mary Jacqueline Fernandez is IAG Deputy Executive Director with extensive experience in managing finance and administration of international aid programs. She holds a Master in Business Administration (MBA) from Notre Dame University.
